Sun Tzu also said something similar before Napoleon (Art of War, Ch 4-2):

To secure ourselves against defeat lies in our own hands, but the opportunity of defeating the enemy is provided by the enemy himself.

Makes sense, considering Taoism comes from China. The philosophy is "wu wei", which essentially means, "Action without Action."
